City Administration

Moulton has a city staff comprised of three people whose jobs are to manage the day to day city government activities.

Deborah Pattison - City Administrator

The City Administrator (click here to e-mail) oversees and manages all city departments. She provides administrative direction and supervision in the development of all municipal policy for review and adoption by the Mayor and City Council. She prepares the operating and capital budget proposals and directs investment and purchasing activities for all city funds. Among these responsibilities, she also coordinates the enforcement of municipal ordinances, rules, policies and procedures, and works closely with the City Attorney to ensure city policies are in compliance with State and Federal laws. Duties also include preparing the City Council agenda in conjunction with the Mayor; overseeing the public information program; responding to public inquiries and concerns in a timely and effective manner; developing long-range plans with guidance from the governing body; ensuring effective communications through weekly meetings with the staff; developing, implementing and tracking performance measurements of city services; performing city employee job performance evalutions; administering compensation plans based on performance; and establishing professional development for city employees.

 

 

Barbara Erwin, Assistant City Secretary/ Municipal Court Clerk

The City Secretary (click here to e-mail) is the office manager for City Hall, provides administrative support for city activities, prepares reports, performs general accounting functions, acts as purchasing agent, assists with records management program, and acts as city administrator in his absence. She completes packet preparation by typing and copying agendas, notices and minutes, and conducts research for the City Council and Administrator. She also prepares financial statements and reports, assists in budget preparation, maintains inventory records, and assists with the annual audit and insurance reports. She conducts all city elections by preparing and completing all paperwork, notices, and processes. She maintains records of tax collection, statements monthly, prepares monthly, quarterly and year-end reports for sales tax, federal tax, social security, worker's compensation and TMRS. She is also the municipal court clerk, processing citations, maintaining the municipal court schedule and issuing warrants.
